Counter-strategy for police: If a corporation fails to provide fast & competent response for such a case, then stop wasting time and broadcast an Amber Alert. Do not be shy about naming and shaming the corporation in that alert's text.
And when the corp gets pissed about the truckload of shit that dumps on their reputation? Respond with corporate-speak BS - about having to follow your own procedures, and the safety of the child being paramount, and "Uber" being an important identifier for the perp's car, and so on.
